State considers “10-Year Roadmap for Connected Health”

Consultants from CedarBridge Group presented a draft 10-year vision for “an interoperable health information technology and health information exchange ecosystem” for the state of Oklahoma earlier this month.
Working in consultation with the Oklahoma Office of Management and Enterprise Services (OMES), the Oklahoma State Department of Health (OSDH), and the Oklahoma Health Care Authority (OHCA), CedarBridge conducted an environmental scan that included stakeholder interviews with hospitals and other providers, health plans, tribal organizations, data services organizations, and employers.
The consultants developed a “10-Year Roadmap” to support state government’s application for federal funding of state health information exchange projects. Through September 2019, federal funds will cover 90 percent of the cost of qualifying expenditures.
One recommendation by the consultants was for legislation to give governing power to Oklahoma’s Health Information Technology Advisory Board (HITAB), created by Senate Bill 983 in 2016 to advise the state’s chief information officer on health information exchange and related matters. This board would provide a statewide governance authority and mechanism to recommend and support health IT and HIE initiatives.
CedarBridge also recommended the state establish a shared services organization and infrastructure, the Oklahoma Health Information Network (OKHIN), making available a provider directory used by health information exchanges, a master person index of consumers, and a record locator service to track where consumers’ health information is stored.
