Update on HHS COVID-19 lab/testing data submission requirements

Posted on: 4/9/21

Reporting HHS COVID lab/testing data through EMResource is discontinued effective today, April 9. OSDH submits lab/testing data to CDC on behalf of facilities, so reporting to PHIDDO (SpringML by August 2021) satisfies federal requirements.

All COVID lab/testing data should continue to be submitted to OSDH Acute Disease Service through PHIDDO (SpringML by August 2021 per the update released March 31 through the Oklahoma Health Alert Network).

A brief COVID test reporting history:

HHS guidelines, pages 20-23

Additional HHS guidance, June 4, 2020 (updated Jan. 8, 2021)
• Testing data should be sent to state health departments.
• Health departments will submit de-identified data to CDC using either HL7 messaging or CDC-provided CSV format.

OSDH collaborated with SpringML to create reporting system
• By August 2021, all COVID-19 testing results will be reported only via SpringML.
• Providers that perform any form of COVID testing must be capable of submitting all test results via new system.
• OSDH and InductiveHealth Informatics will:
     - Assist with SpringML onboarding; and
     - Contact facilities and laboratories to facilitate SpringML COVID-19 electronic reporting.
