Harrison named OHA VP of regulatory and legal affairs

Patti Davis, OHA president, recently announced that Sandra B. Harrison has been promoted to vice president of regulatory and legal affairs for the Association. Harrison has been on staff at OHA since September 2013. In addition to being a registered lobbyist, Harrison also serves as in-house counsel at OHA. Over the last six years, her role has increased, adding duties such as writing several amicus briefs and working with groups on legal drafting of opioid and medical marijuana bills. Harrison is known as the “go to” person in the health care community for drafting expertise in complex health care law and regulations.  

Harrison is a subject matter expert on telemedicine. Since 2017, she has served as the chairman of the Telehealth Alliance of Oklahoma, a non-profit advocating for removal of barriers to the implementation of telemedicine. In 2019, Harrison was the first hospital association staff appointed to the national telehealth policy think-tank, the Center for Telehealth and e-Health Law based in Washington, D.C.

Prior to OHA, Harrison served as the chief administrative officer and interim chief operating officer for the Oklahoma Department of Human Services (OKDHS), with a staff of 7,300. She served as fiscal analyst for the Oklahoma State Senate and a staff attorney for the Oklahoma House of Representatives. She has also been a private sector attorney, focusing on Native American Law and Telecommunications Law. She is licensed to practice law in Oklahoma and New Mexico, all Oklahoma federal courts, the U.S. Court of Federal Claims and the U.S. Supreme Court. Harrison holds a bachelor’s degree in political science from the University of New Mexico, along with a master’s degree in public administration and a Juris Doctorate from the University of Oklahoma.
