Gov. Stitt unveils SoonerCare 2.0 proposal

Standing alongside CMS Administrator Seema Verma and HHS Secretary Alex Azar, Gov. Kevin Stitt unveiled his long-awaited health plan in Washington, D.C. yesterday. SoonerCare 2.0 is targeted at the expansion population and details of the plan confirm what has been widely speculated; it includes changes to the Supplemental Hospital Offset Payment Program (SHOPP) and brings capitated managed care to Oklahoma.

Other details of the plan include reforming the Tobacco Settlement Endowment Trust and cost savings within the Oklahoma Department of Corrections and the Oklahoma Department of Mental Health and Substance Abuse Services.

It’s important to remember that this plan has not been vetted nor approved by CMS and could take years to implement. OHA fully anticipates the CMS proposal will face legal and legislative challenges. OHA is committed to the passage of SQ 802 as it has been demonstrated time and time again Oklahomans support the ballot initiative to bring full expansion and our federal dollars back home.
